    No 'user' file in Documents...?

I have a buddy who I wanted to give my gun convergences to and when he navigated to C: \ Users \ Name \ Documents \ 1C SoftClub\il-2 sturmovik cliffs of dover - MOD....There was no 'user' file

So I didn't want to get him to put mine in there just incase he couldn't then go back to his own...

    Where is it?

If he has no user.ini file there is just because he has not tried to change anything and the game is using the defaults (from the install folder).

if he has noo userf.ini file there is just because he has not tried to cuhange anytehing and the game is unsing the datqfules (from the install folder).

So just get him to make a custom loadout and it will create a user.ini in there.

Re: No 'user' file in Documents...?

Well he is using his own convergence and guns settings...This is proven by the fact that he has taken out all the tracers too and he doesn't see them ingame...so he can't be using default?...Hmmmm...The plot thickens

Re: No 'user' file in Documents...?

Did he save the custom loadout with a name like "gonnashootLEEEWWWW!!!"? Or, if he did that and his user file still doesn't show in the mod folder, I did hear of a strange case once where the user and config files etc were marked as 'hidden' files, but I can't remember how the guy fixed that. My guess is the windows control panel setting, under files and folders options - make it show hidden files. I think it was JV44 Rall who had that problem, but I'm not sure...

Don't different op systems save them in different directories, most notably Win7 vs 8?

There are 2 locations where Steam Cloud can be enabled/disabled. It may be on in Global settings but can be turned off specifically in CloD Properties which is where I'm guessing u have it off otherwise I'm not sure how u would have a user.ini .
Unless at some point u may have turned it off for CloD, the user.ini was created and then it was turned back on. If Cloud is definitely on in CloD properties and Globally then I would check to see if ur settings are actually being saved there as u make changes.
