Install on STEAM version

Hello all. I did try searching first but I was hoping someone would tell me how to install the large group of files into a Steam version of COD? There are 4 zips and a large RAR and I was wondering if they have to installed in a particular order and to what folders. Thank you.

Hello there,
I got a windows 8 professional (not 8.1)
I ordered game from steam.
Installed online..
Checked integrity..
(as a normal behavior game didnt start) and installed cloder patch to run. Game worked fine.
But when it comes to installing patches..
I downloaded that large (all.rar) file
Extracted the mods one by one inside steamapp cliff of dover folder.(its in the default c:\ program files(x86) folder)

clicked on mod install.exe
it asked me the game folder..which is showing the correct path by default..
Clicked yes.. and got the msg that it installed and i should copy config files to MOD directory vs vs..
But.. nothing installed in my game folder not didnt create mod folder under my documents.
I tried win7 compatibility .. run as admin vs.. but no help.
When i run the game it still shows 1.1.... version as previously showing.
Is there a trick to install it.. or a compatiblity problem with windows 8?
Or might it be something about my default system language is turkish?

Seems like its about regional settings..
When i switch it back to english.. it worked.
