Clearly he ran the red-light. I felt like I was watching an episode of COPS while chasing him. A bad guy chased by a cop with lights and siren on and he enters an intersection then BAM!

The only thing missing was the pilot of the Spit needs to be shirtless and wearing a hairnet, tattoos all over him.
