I have mentioned this app to Dutch and Knuckles in the last few days, so instead of sending them PM's i thought it easier to make a post so everyone can see it.
Joytester2 Is a precision tester for joysticks and pedals. It allows you to view a graphical output from your stick which makes noisy pots or spikes really easy to see and hopefully fix.
I can no longer find this app online. There are a few references to it on warez site's and big sharing sites, but it is difficult to know if they are legit or riddled with virii.
I have it saved here though, and i'm happy to send it to anyone who wants to try it. I'm not so keen about uploading it here permanently, it doesn't have a readme, but i cant imagine the author would be very happy.
This app is purely useful for checking the resolution and accuracy of your joystick. Its not going alter anything or fix anything, it will just give you an idea about when you should consider taking your stick apart to clean the potentiometers. It will also tell you the resolution of every axis you have, which may be useful in future equipment purchase decisions.

This screenshot shows my Thrustmaster T1600m being checked. It shows i have 16000 steps on the X and Y axes, but only 254 on the twist grip and throttle. My old Saitek Cyborg Evo had only 1024 steps on the X and Y axes, so while the Saitek looks like the better stick, its sensitivity is way down.
If this stick suffered from noisy pots, you'd see spikes on the graphical output area.
More steps = more sensitive control and more accurate flying. Spikes mean inaccurate input and less stable flying.
