Skins yes (maybe not as you think but short answer is yes), mods not so sure.

Mods yes as I understand it. When, I don't know as the whole game is WIP.

It has been said that 'Mods on mode' similar to RoF will be enabled after the Skins/viewer is made available but before D/servers and ME.

Skins are expected in next or thereafter update, according to Devs. No actual date given, but have posted about it. To be clear, Mods are already in game with the two user made maps and objects/buildings
