As best as I can detect, the V and F keyboard buttons do this.

What's confusing to me is that the Blue Script mentions this "Neutral" setting.

How can I tell when my Bf 109 flaps are fully open or fully closed?

Thanks!

109 flaps are not on/off but lowered by a wheel on the left hand of the cockpit. The more your rotate the wheel, the more you open/close them.
For this reason, you have to keep pressing the key for it to keep moving (simulating the rotation of the wheel). Once you release the key, it stops moving since you are not rotating the wheel any more.

Is the same thing as with the water radiator which has a lever on the right.

Just to finish your question; you'll know when the flaps are full open/closed when the wheel, on the left near your thigh, stops rotating. Keep in mind there are 2 wheels; the outer one for elevation trim and the inner for flaps (if I remember correctly).

Before you start engine check your flaps

look left wing and wheel beside of your left leg

press key (F) (15 sec) and look wheel and left wing
press key (V) (15 sec) and look wheel and left wing

remember Flaps 30 degrees are flaps
flaps lower of 30 degrees are airbrakes

30 degrees lower are pressing key for 5 or 6 sec
for 6 seconds I say 1001 1002 1003 1004 1005 1006

Have more good take off and flight

If Luthier & Co had done the things right (water under the bridge), you should see marks in Bf 109 left flaps showing the deflection degrees (like in other "flight games"):

With patience you can add this marks to skins. :D

As well in some Spitfire:
