Hey everyone,
Thought I would post a bit of what I have learned about Blender's texture paint tab.
[Edit] Make sure you are in "Blender Render"
First I deleted the material. I'm sure you can import the texture from in-game, I just didn't take the time to look for it.

Add new material.

Click the "Texture Paint" tab,(left) and choose "GLSL"(right).

Click texture(top) and make a new one.

Make sure in the material tab you have Transparency checked.

Click "Face selection" so you only paint on highlighted parts.

Texture paint brushes.

You should be able to draw on the model now, and make sure to save image.

Now you can add more layers in the same way you made the first one.

Now to make a stencil. Click on the brush tab. Add what ever you want to use as a stencil.

In the tools part of the texture paint under the brushes, click "Texture"

There is a few way to apply the stencil, but I will just show the "Stencil" one.

Click "Image Aspect" so your stencil is the right shape.

You will need to add a light to see what you are doing. Also under "View Port Shading" click "material"

Next you will need to "tab" into "Edit Mode", then open your second layer from where you saved it.

Tab back into "Texture Paint". Under the slots tab make sure you have the right layer highlighted, and also on the left in the texture tab. Then start painting away.

You can move and resize the stencil with the right mouse button.
