Keys and Axis response slow/intermittent

Key presses are intermittent or very slow with long delay, same with axis. The sidewinder and X45 are recognised in controls so not an issue with them.

Could this be a DX11 problem with my GTX660Ti? According to the Gforce spec it is a DX11 card.

If not the card anything else I can try? (Win7 64bit Home edition)

Seems to be linked to anthropomorphic control in full real. Unchecked and ok but I think this may be bugged as flying straight and level cannot toggle flaps on final approach by key or by mouse.
