I believe it's designed so that the plane will hit the ground sooner, increasing the chance of awarding a kill to the attacker.

Correct. Damage is applied to a wing after the player exits to make the a/c go down. Not a bug.

It's more of a work around to get the stricken aircraft to despawn faster, methinks.

I think its a ingenious way to make the plane despawn (crash) faster! ;)
And why would you care, once you have bailed, it hardly makes any difference ;)
