Welcome to the forum!
You’ve unfortunately discovered “the mirror glitch”. Luckily, the work-around to properly enabling it is easy, although admittedly a bit inconvenient. Simply run a Single Player Quick Mission (any of ‘em) and hit “M” (ie activate mirror). You will find when you go online your mirror is now likewise functioning. If you exit the game you will have to repeat this ritual before flying online again to have a working mirror.

Well i only encountered the bug once so far, but seems like it's not something that only happens in multiplayer
It has to be the first thing you do after entering the game. If you start the game, go into multi-player, then find the mirror not working, you have to get all the way out of the game. After restarting the game, immediately go into single-player and test the mirror. Once you find it working, then exit single-player then go into multi-player and it should work. Always does for me.

I never use it as it blocks out a tonne of sky.
Not that that helps with the glitch mind...
But yeah..... I hate having the mirror there...!
Make sure you delete your cache file in:
Documents/1C SoftClub/il-2 sturmovik cliffs of dover/ folder.
You can combine preflight checks when activating the mirror:
1. Enter single player default mission.
2. Confirm your mirror works.
3. Check your flight controls.
4. Check your rudder pedals (If so equipped).
5. Check Voice Activated Controls or Voice Attack (If so equipped).
6. Check head tracking device.
This way you can be sure that all necessary USB ports and other accessories have initialized properly BEFORE engine start.
The moviemakers and those looking to maximize authenticity like having a functioning mirror.
I agree that a mirror blocks a critical part of the forward-upward view, especially when tracking an evading target. There is also a framerate penalty of ~10 fps for those of us with medium-lower end gaming PC’s. But, to me, the major con of having one “mirrors” (nyuk nyuk - see what I did there? Great pun, eh? :D ) the real thing - if you rely on your mirror to spot a bandit lining you up: you’re dead!
I rely on flying in S-curves with a near-constant 180 degree watch over both my shoulders.
That said, Yuri - did clearing your 1C Softclub cache restore your working mirror?

Good idea.
One problem is, that if you do so and spawn into a mirror-equiped ac (Spit, Hurri) it works ok. But if you then change planes, for example into a Beaufighter or Blenheim without mirror, and subsequently into a Spit or Hurri again, the mirror is lost.
Again you have to leave Multiplayer, open a SP mission, activate mirror etc.
