I have been rather curious about bottlenecking recently and decide to look at my component usage while ingame to check if the low FPS I'm having is at all related to any possible throttling.
Specifications are AMD FX-4100 3.6GHz CPU, ASUS GTX 1050ti 4GB, 8GB DDR3 RAM, W10 Pro.
Armed with this free tool here (http://openhardwaremonitor.org/) I found this happening whenever I play CloD:

In the above graph, I started CLoD at about the 16-min mark and began testing the Black Death track at 14-min before stopping at the 10-min mark, starting a short flight on ATAG at 7-min, and then hitting Esc to the main server screen at 2-min.
CPU usage when flying hangs around 60-40% and GPU usage at 30-50%. FPS in both flights was 20-50 avg.35 depending on amount of flak/proximity to towns.

Another graph here of continuous gameplay until the 10-min mark where I shut everything off (CloD, Teamspeak, Opentrack) and left the PC to idle and cool down. Similar fps to last run.
Rather stymied as to what might be causing the low usage of CPU/GPU. I have put the power settings in NCP to high performance and turned off powersaving on the PCIe power settings to no avail. Any ideas?
