Low CPU/GPU utilisation coupled with low FPS

I have been rather curious about bottlenecking recently and decide to look at my component usage while ingame to check if the low FPS I'm having is at all related to any possible throttling.
    Specifications are AMD FX-4100 3.6GHz CPU, ASUS GTX 1050ti 4GB, 8GB DDR3 RAM, W10 Pro.

Armed with this free tool here (http://openhardwaremonitor.org/) I found this happening whenever I play CloD:

    Screenshot (26).png

In the above graph, I started CLoD at about the 16-min mark and began testing the Black Death track at 14-min before stopping at the 10-min mark, starting a short flight on ATAG at 7-min, and then hitting Esc to the main server screen at 2-min.
CPU usage when flying hangs around 60-40% and GPU usage at 30-50%. FPS in both flights was 20-50 avg.35 depending on amount of flak/proximity to towns.

    Screenshot (28).png

Another graph here of continuous gameplay until the 10-min mark where I shut everything off (CloD, Teamspeak, Opentrack) and left the PC to idle and cool down. Similar fps to last run.

Rather stymied as to what might be causing the low usage of CPU/GPU. I have put the power settings in NCP to high performance and turned off powersaving on the PCIe power settings to no avail. Any ideas?

    Thanks in advance

Don't look at the CPU total. One thread hitting 100% while the other 3 are at 0% will make you believe there is no bottleneck as you will see 25% usage only.

As Colander says, it's better to monitor the usage for each core. CLOD usually runs one core hard and the others not so much.

If you enable Vsync it will limit the GPU usage too.

Just some pearls I've picked up when I've been monitoring.

My not so expensive COD rig:
    Windows 7 64 bit
    ASRock b75m r2 motherboard - new
    Intel Core i5 3570 @ 3.4ghz - used
    MSI GTX 970 Gaming 4GB - used
8gb Crucial Ballistix Sport 1600 ram - new
    Samsung 250gb 850 EVO ssd - new
    EVGA 500 B power supply - new
    Thrustmaster T16000m stick - new
EDTracker - used / DELAN CLIP PS3 CAMERA - new
CH Gameport Pro Pedals - used

Good to know Im not the only one.., while my cores do not reach 100% nor my gpu I get low framerates.. here a video.

It could be that this game loves intel users thats why they get so good perfomance..

I get similar frame rates running the Black Death track on my GTX980 with an Intel 3930k @4GHz. I find the game playable on max settings though as the Black Death track is quite a stiff test.

I suspect that the bus is the bottleneck on older systems like mine, the GPU and CPU need to interface with each other and the system RAM etc. The bus cannot move the data quickly enough?

    Septic.

I dont know if this thread could help you,https://theairtacticalassaultgroup.c...ad.php?t=27959
someone said about a site called thebottlenecker.com I think it was, to check if you were bottlenecking or not..
I did a test there and I just got 2% of bottlenecking...
and about the bus... I think I got a pretty decent mb.
