One of the major problems of Win 7 & CloD is the Windows updates. This is the reason I upgraded to Win10. Win7 keeps wanting to instal a particular update associated with IE10 and above that crashes CloD. If u do a search in the stickied threads above then u will find which KB update it is. The problem for me was that the update was necessary to run DCS hence Win7 had to b ditched finally. There are other reasons for crashes that u will also find in the above stickied threads.
System specs:
Gaming laptop: Metabox P750ZM, CPU Intel i7-4790K @ 4GHz, GTX 980m with 8Gb DDR5 VRAM, 16Gb Dual channel DDR3 RAM, 2 x Samsung EVO 840 500Gb SSDs, Win10 Home 64bit.
Gaming PC: MSI PRO Z690 WIFI DDR5 mobo, Intel i5 12600KF cpu, 32Gb Corsair DDR5 5200Mhz RAM, Samsung 980 Pro 1 TB M2 SSD, Corsair 850w psu, MSI RTX 3070 8GB vram vid card, Windows 10 Home 64bit.

Second stabs, if he is on full screen, get him to try pseudo mode in the in-game video settings. Also, ensure there are no overlays running (Steam, TS etc) Clod hates them.
Presuming that your friend isn't averse to updating to Win 10 for other reasons, you do realise that is probably the easiest solution and one that he can still do for the price of free?
Also have him try and start it up without joysticks/ pedals plugged in see if it will start up.

Get his computer specs if possible as well. That will help. Is he using a powered USB hub? Try disconnecting that.

If your friend uses two monitors, he needs to deactivate one of them.

Full screen is the suck Slag. Use Pseudo. Won't make a difference to the game. Some report the small loss of FPS. I have never seen it.
I wouldn't use Steam to enter the game. Create a shortcut icon from your .exe and go in that way. Steam overlay is found by:
1. Opening Steam, (Right click Steam icon, bottom right of the desktop where the up arrow (Chevron) is.
2. go to "settings",
3, Go to "Ingame"
4, Deselect "Enable the Steam Overlay while in-game"
The update associated with Win 7 and IE is KB2670838.
I deleted the update and stopped Win Update trying to reinstall it, the problem went away immediately and permanently , however there is a consequence ...
your Internet Explorer will not be the latest and may not be compatible with some websites.
That being said I am a Firefox type of guy so losing IE was no issue for me.
