Brakes still not effective in slow speeds

Since a few patches ago, I have been told that brakes are very effective and fixed and are strong so you would tip the nose over, but this is only true for high speeds.
As you get slower, you aren't able to tip your nose over and the closer you come to a stop it just keeps you rolling and rolling in snail speed until finally you come to a real stop.

I find the toe brakes work very well at all speeds on the 3 German planes I've flown: 109 (all models) 110 (A couple models), and JU-88.
