Since Windows 10 Update 1903 try rename, copy, move, delete .OGG files result that Windows freeze long time, sometimes more than a minute.
Plenty of complains by people dealing with .OGG files about this bug, and several tips, like remove Register keys, disable File Index for .OGG, Microsoft Store (again) as culprit - Web Media Extensions...
What apparently work well is disable MF Media Source Pack Property Handler using ShellExViewer (link bellow).
BTW - Disable this Shell extension only if want deal with .OGG files, and enable after, re-start computer. Don't know if disable has collateral effects.
