Also the front gunners by the way, not only the rear ones.
It happens after detecting an enemy the first time, the continue even if the enemy is downed or goes out of range. Moving into the gunner position and back fixes it. This is annoying in the Ju88 where you initially set the front gunner to point down-left so the view to the engine instruments is cleared, so when it starts "twitching" it masks the instruments again.

Agreed in addition due to this when you switch to the rear gunner to man it manually you always find your gun aiming up and some passing satelite...As always especially when you have an enemy close by so you need additional precious time to bring again the gun in the correct position.
In addition on some aircraft ( The Ju 88 should be one of them IIRC ) is still present the " parkinson " effect when you fire the gun and your gunner due to this seems like if he is firing during a 9.0 magnitude earthquake rendering very difficult aiming at something. Guns have recoil but this seems to be clearly eccessive ( Taking in mind that most of the gun mounts were equipped with devices to exactly reduce the vibrations provoked by the weapon recoil when firing )
