Sadly both Photoshop and Gimp wouldn't recognise the file type...
Use irfanview to convert it to .jpg (save as) and work it from there.

Clod also recognizes .png if I recall correctly. Much higher quality to be had than with jpg.
Yes, the file you downloaded was a .rar file. It's a way of compressing the files to save space.
Just go here, load the file in and it will 'extract' the file so you can use it in Photoshop.

You can try using the full Vb multi-layered template from the official template section ( forum downloads)

The template is for the Vb and later Spitfires, but should only have slight differences compared to the early Spitfire marks (underwing oil cooler mainly).
Just fill all the painted areas with blue or pink colour.

Actually, I couldn't find the correct template, but I found another old template that even had the recon cameras on it!
So I modified it and made a full template and made your skin too.

Skin and Template. Note: it's an old template that may not work so well on later spitfire marks (some mark II have different oil cooler, nose fairing etc.):

There isn't a lot on this template, but it includes a type of wear that I stopped using on the later Spitfires, and is possibly better than anything else I made for them.
It also includes a Yellow nose for the Spitfire.
The colours of the brown/green camouflage layers are all old and wrong though. But it does contain A and B camouflage schemes (I think).
On this older template I had also lightened a few of the panels: ammo covers and side panels etc. That layer can be turned on/off (2 percent white are added on those areas).
I made 2 skin versions, one with wear and one without. You can make either from the template, or add the wear to any skin you like by just pasting it under the wear layer.
Adjust the blue layer until you are happy with the colour.
[EDIT: you might want to move the layers with the camera lenses above the wear layer; so that the wear doesn't show on them. I should have done that on the 'wear' skin!]

Photographic Spitfires probably should not be flown with wear!
My Dad worked at a Photographic Reconnaissance Unit RAF in Gibraltar in 1943, where No. 541 Squadron RAF flying Spitfires was providing imagery of North Africa. Because the Unit was so small they did all the various jobs around the aircraft and the base, including photographic interpretation as well as all aircraft maintenance. Regarding the Spitfires he told me some information.
He told me the Photographic Reconnaissance pilots were very, very fussy about wear and tear. They wanted all the external surfaces of the aircraft highly polished, with six layers of dope sanded smooth between each coat where appropriate. The aircraft had to be perfectly clean to fly and navigate dead-reckoning with maximum accuracy over terrain where no external clues can be seen. The pilot would be able to take one single photograph per mission by pressing a button in the cockpit, of course there was no viewfinder, the camera points down, you compose the picture by navigation and flying level. They considered every minute flying below 30,000 feet as dangerous. They flew with no guns to reduce weight and extend range.
Of course robust confidence in the high reliability of the engine etc. was required, but this comment is about external wear - don't display it when attempting to authentically simulate reconnaissance missions (from Gibraltar in 1943 at least).
