However, it is Blitz, not Tobruk times campaign, and (that's I believe why) it doesn't show in th game. Is it difficult to covert / update the campaign to CLOD 5.x ?

It is probably the new / different folder structure and some line that’s missing from a particular .ini.

I've found that some of the older campaigns need to be installed into the Steam folders rather than the My Documents folders in order to be seen by the game. Here is what I've installed in my Steam folders.

Yep, got it working. The zip file has a directory/folder structure pointing to a Steam install of the original CoD and not Blitz. So I had to manually unzip the file in my Downloads folder and do the following:
- Copy the campaign_303Sq_40_41 folder to the campaign folder nested inside the unzipped structure to your steamapps>common>IL-2 Sturmovik Cliffs of Dover Blitz>parts>bob>mission>campaign or wherever you have Blitz installed
- copy the 4 folders under Skins that were unzipped to steamapps>common>IL-2 Sturmovik Cliffs of Dover Blitz>PaintSchemes>Skins. I skipped pasting any duplicate files assuming this real old stuff may have been updated or whatever over time
Added the following line under [Main] to the campaigns.ini file using notepad found at steamapps>common>IL-2 Sturmovik Cliffs of Dover Blitz>parts>bob>mission>campaign
Under [Main]

Added the following lines at the end of the same campaigns.ini file:

Fired it up. Was right at the top of my list of available campaigns... in Cyrillic. Launched campaign and everything in Cyrillic. Started first mission in the air. Seems to work. May take a stab a translating and updating.
Another thing I noticed is that the Campaign.mis file has the requisite lines noted in the link in an earlier post but that the BattleArea numbers are different. Choose not to do any changes as I have no idea what this would do.

Updating campaigns.ini was it, indeed!
One quick note - you need to change

so you see the picture in the campaigns menu. But it seems to work on my end too.
I'd be willing to update it, I am able to provide Polish translation, and English too with the help of a proofreader. My life is pretty busy ATM, but doing this one mission at a time it seems doable. Comparing the first mission to the available historical sources, some missions might need to be corrected (the first one needs to, definitely), but overall it looks pretty solid, definitely a nice base for what might end up as a good, historical, and fun campaign.
Nowhere in the zip file was I able to locate the original author's name, though. He (she? ) definitely needs to be credited for it.
Edit:
As of the Battle Area numbers, they serve for setting the grid on the map, according to The Air Combat Group tutorial video on YT. These settings set the grid over whole map, with a 10km square:
