Perhaps just a protocol of introduction. Very British. It's a welcoming community here. There is a price to pay for being able to download stuff. We get to say Hi. Saying Hi to strangers often ends with both parties sharing a smile.

Just kidding, the reason is simple. We don't want bots constantly downloading stuff and we do like for people to say hi.
